Strengthen Oklahoma Homes Grant Program

Oklahoma faces some of the most extreme weather in the country. Tornadoes, hailstorms, and high winds cause millions in property damage every year. The Strengthen Oklahoma Homes (SOH) Program, launched by the Oklahoma Insurance Department, now offers eligible homeowners up to $10,000 in grants to upgrade their roofs to meet FORTIFIED™ standards.

What Is the Oklahoma FORTIFIED™ Roof Program? 

The SOH Program provides financial assistance for homeowners to upgrade their roofs to the IBHS FORTIFIED Roof™ – High Wind standard with the Hail Supplement. 

These upgrades increase a home’s resistance to the high winds contained in severe weather and tornadoes. The roofing enhancements include: 

  • Enhanced roof deck attachment 
  • Sealed roof deck to prevent water intrusion 
  • Locked-down roof edges to resist wind uplift 
  • Impact-resistant shingles 
  • Wind and rain-resistant attic vents 

Grant funds are paid directly to the contractor once the roofing project is complete and certified. 

Who Is Eligible?

To qualify for the program, homeowners must: 

  • Own their primary residence in ten of Oklahoma’s counties (first phase). 
  • Own a single-family home in good condition. 
  • Have a homeowners’ insurance policy including wind insurance and flood insurance (where applicable). 
  • Ensure the home is in good repair with no damage from a previous storm. 
  • Provide proof of homestead exemption and a recent tax return. 

In its initial phase, the Strengthen Oklahoma Homes (SOH) program is focused on homeowners residing in these ten zip codes: 

  • 73049 – Jones 
  • 73051 – Lexington/Slaughterville 
  • 73065 – Newcastle 
  • 73069 – Norman 
  • 73111 – East OKC 
  • 73127 – West OKC 
  • 73129 – Southeast OKC 
  • 73135 – Southeast OKC / I-240 Corridor 
  • 73071 – Norman/OKC/Moore/Hall Park 
  • 73072– Norman/Newcastle/Goldsby/Moore/Noble 

These zip codes were selected in the pilot phase based upon the damage identified following past storms. 

If your home is in one of these areas, you are eligible to apply now. There are plans to add homes in additional zip codes throughout 2025. 

How It Works 

  1. Apply online at oid.ok.gov/okready. 
  1. Select (and pay fee for) a certified FORTIFIED™ evaluator, like Fortified Inspections. 
  1. Select (and receive bids) from three certified contractors from the approved list.  
  1. Receive a grant letter. You must receive this prior to the mitigation work beginning. 
  1. Upgrade your roof to meet FORTIFIED™ standards.  
  1. Receive FORTIFIED™ certification (renews every 5 years). 
  1. The contractor is paid directly by the state once the work is approved.

How long does the evaluation take?

Typically, 1–2 hours for the initial evaluation, with follow-up inspections during construction. 

What is the cost of an evaluation?

Generally, $300 to $500, depending on location and home size. 

How do I qualify for a FORTIFIED™ roof?

You must meet program eligibility criteria and go through a certified evaluator and contractor. 

Can I use any contractor?

No. You must use a certified FORTIFIED™ contractor approved by OID. These contractors complete special training and certification. 

How will I save on my homeowners insurance?

You may qualify for up to 42% off the wind portion of your premium. Discounts vary by insurer.
