Strengthen Kentucky Homes Program (SKH)
Fortified Inspections assists Kentucky homeowners with the evaluation portion of the Strengthen Kentucky Homes Program, from the initial qualifying inspection through documentation and issuance of the IBHS FORTIFIED™ Certificate.
What is SKH?
The Strengthen Kentucky Homes Program (SKH) provides grants of up to $10,000 to qualified homeowners to upgrade their roofs to the IBHS FORTIFIED™ Roof standard. This standard is designed to strengthen roofs and help them better withstand high winds and hail damage.

Applicant requirements
The applicant must be the legal property owner and a Kentucky resident. The home must be in good repair and capable of meeting the IBHS FORTIFIED™ Roof standard as determined by a FORTIFIED™ Evaluator.
Eligible property types
Eligible homes must qualify for the program and meet upgrade requirements. Condominiums and mobile homes are not eligible. Homes with dry-stack masonry or stone foundations are also not eligible unless the foundation has been properly retrofitted and approved.
Program rules and homeowner costs
Homeowners must wait for official SKH approval before contacting an evaluator or contractor and cannot begin roof work before approval. The grant provides up to $10,000, and homeowners are responsible for any costs above that amount.
How the Kentucky Roof Grant Process Works
The Strengthen Kentucky Homes Program follows a structured process from application to final certification. Homeowners must complete each step in order to receive grant funding and a FORTIFIED™ Roof designation.
Apply on the SKH portal
Submit your application through the the official SKH website during an open enrollment period. Applications are accepted during limited enrollment periods.
Wait for program approval
The Department of Insurance reviews applications and selects eligible homeowners for the Kentucky roof grant program. Do not contact a contractor to begin roof work before approval.
Complete the FORTIFIED™ evaluation
After approval, you will select an approved FORTIFIED™ Evaluator. The evaluator performs a qualifying inspection to determine whether your home can meet the FORTIFIED™ Roof standard and identifies required improvements.
Request bids and choose a contractor
Once the evaluation is complete, homeowners request bids from approved contractors and select one to perform the roof upgrade required for FORTIFIED™ certification.
Roof upgrade and documentation
During construction, the evaluator documents key stages of the project to verify that the roof installation follows IBHS FORTIFIED construction standards.
Final inspection and FORTIFIED™ certificate
After construction is complete, the evaluator performs a final inspection. If the roof meets the required standards, the IBHS FORTIFIED™ designation certificate is issued and grant funds are paid directly to the contractor.
